Medicinal cannabis was approved in California in 1996. The medical cannabis licensing program was regulated in accordance with Prop 215.

Medicinal cannabis was available through licensed dispensaries from 1996-2018. Beginning in 2018, non-medicinal dispensaries began selling recreational cannabis.

Medicinal cannabis is in contrast to recreational cannabis because it involves the regular use of specific doses of cannabis for the express treatment of or alleviation of symptoms of disease or abnormal physiological disturbances.

The Medical Cannabis movement was centered in San Francisco and Los Angeles in the late 1980s and early 1990s, focused especially on AIDS patients, cancer patients, and veterans with PTSD.

That movement was responsible for bringing about medical cannabis legalization, which then led to recreational legalization in 2016.
