Social equity refers to businesses, people, programs, and rules and regulations that are intended to address the fact that Black and Latino communities were disproportionately impacted by the War on Drugs. Social equity licenses and programs run by local governments in California were initiated in 2016 to help transition folks from the traditional market to the regulated market. Since licenses were competitive and difficult to obtain when recreational marijuana was first introduced, Social Equity programs aimed to help people that come directly from communities disproportionately impacted by the War on Drugs and/or were themselves impacted by the War on Drugs. Social equity cannabis businesses are those businesses who received their license through a city social equity program in California.
